He certainly did know what he was doing. He looked right into the camera and stated his name. No fear in him. He did what he thought was right and will almost certainly be penalized for it.
He'll probably have to attend mandatory "sensitivity training" and the legislature will debate the constitutionality of the law prohibiting flying another flag above the US flag. It is, after all, showing favoritism of one flag over another.
The American Experiment will end like the Roman empire; because of indolence, multiculturalism, and our desire to entertain ourselves to death. The "Barbarians at the Gates" will keep coming here and NOT assimilating into American culture, but demand that their culture be honored.
In the name of cheap labor, we'll assimilate into the hodge-podge of multiculturalism and then, when we are outnumbered, our precious USA will cease to be precious because all that makes it distinct will be a memory.
